The MPCFA synthesizes research and analysis to provide students of International Relations and those interested in foreign policy with the information they need to understand the complex role of U.S. foreign aid. It is the culmination of my three-month independent study on the Marshall Plan, in which I analyzed its conditionality and connected it to modern economic reconstruction in Iraq, Afghanistan, and Ukraine. This website aims to comment on the growing public debate over U.S. foreign aid and to offer policy recommendations to lawmakers to create more structured and effective institutions.
